My PayPal case has been reviewed and I got the following response.

This email confirms that the Pending Refund you received for $380.00 USD from xxxxx@verizon.net has cleared. The funds are now reflected in your PayPal balance.
Very efficient process although lengthy at times. I have had 4 cases with PayPal all of which with favorable outcomes.
The thing is such issues delays you project, when you are working on a budget.
